The miniature surveillance robot looks just like a cockroach and can be used to spy on enemy activities.
Researchers have previously experimented with the idea of controlling insects using electrodes implanted in their brains, but now scientists in Russia have come up with a unique approach that enables the same type of functionality but without having to involve any live specimens.

It's one of the best known UFO and alien abduction cases in history and now the remarkable experiences of a New Hampshire couple who found themselves being taken aboard an extraterrestrial spacecraft back in 1961 are to become the basis for a new movie.

The live-action adaptation will be based on the 2009 book "Captured" by Stanton Friedman and Kathleen Marden while the screenplay will be penned by Bryce and Jackie Zabel.

Two half-hour episodes will air back-to-back on October 31st: “The Spooky Berkshires” and “Mysteries in Stone.” “The Spooky Berkshires” examines the tragic history of the Houghton Mansion in North Adams, Massachusetts, and its century-old haunting, then heads up to October Mountain in the Berkshires to chase down stories of Bigfoot sightings, UFOs, and the ghost of a young girl said to haunt an abandoned cemetery somewhere deep in the woods.

Buhari is not a dictator

A chieftain of the Peoples Democratic Party (PDP) in Kogi State, Senator Tunde Ogheha, has disagreed with those describing President Muhammadu Buhari as a dictator.
He said the President’s actions since assuming office has been far from being dictatorial.
Speaking with journalists in Lokoja, Kogi State, the two-term former senator, said it was too early to begin to assess the President, urging Nigerians to wait until after two years before doing that.

This news of the good doctor's idiocy is a couple of days old, but I'm an aficionado of the little flourishes of smack-talk that lawyers put in their responses to outrageous legal threats and wanted to share it with you.
Carson's lawyers sent this cease and desist letter to CafePress to try and get it to nail people selling "unauthorized" shirts and other tat that tours "Ben Carson For President". A smorgasbord of legal rationales— "Digital Millennium Copyright Act, The Lanham Act, Federal Trademark Infringement, Federal Copyright Infringement, state misappropriation and privacy laws"—is offered without much to support any given one. It comes to K. Clyde Vanel, Esq. of the Public Citizen Litigation Group, to deliver the goods (PDF).

Most televisions look terrible. Frankly, the LCD era has only made the situation worse. With old sets, at least there was plenty of surface area for manufacturers to express tastes, good and bad, and foist them upon the public. But now they just pretend the bezel is (or should be) invisible, when neither outcome is the case, and everything looks very much alike.

Afreximbank swears in Oramah as new president

Nigerian banker Dr Benedict Oramah on Monday in Cairo took over the leadership of the African Export-Import Bank (Afreximbank) as the third president of the continental trade finance institution.
The colourful ceremony was presided over by Alexander Chikwanda, Minister of Finance of Zambia and Chairman of the General Meeting of Shareholders of the bank.
Oramah takes over from Jean-Louis Ekra, who has led the institution since 2005.
Ekra replaced Christopher Edordu, the pioneer president, who served terms starting with the bank’s creation in 1993.

In a speech setting out his vision for the bank, Oramah pledged to make the promotion and facilitation of intra-African trade the cornerstone of Afreximbank’s work in the years ahead.
“I believe that intra-African trade holds the key to a technology-driven growth on our continent. The trade will facilitate the attainment of dynamic comparative advantage in the production and export of certain kind of manufactured goods and services and will prepare African firms for better global competition,” Oramah said.

Lagos gridlock will ease in 48 hours – Truck owners



The National President of the Association of Maritime Truck Owners, Mr Remi Ogungbemi, on Monday assured that the gridlock in the Lagos metropolis would clear within the next 48 hours.
Ogugbemi gave the assurance while speaking on the latest gridlock locking down Nigeria’s economic capital.
He said that various stakeholders had been working tirelessly with the Nigerian Customs Service to clear backlog of trucks in at the ports to allow vehicles to manuevre.
“Since the Lagos State Government relaxed the restriction of trucks to start moving in the day, accessing the ports had been difficult, due to trucks trapped by the law.
“Trucks in the port have to go out for incoming ones, the Nigeria Customs Service have to clear the ones in the ports, hence the backlogs that locked down Lagos.
“I hope it will get better within 48 hours as stakeholders are working tirelessly to ensure free flow of traffic and we are sorry for the inconveniences,” he said.

It's no secret that FBI Director James Comey is somewhat clueless about encryption -- to the point that he doesn't even realize that stronger encryption will actually better protect Americans. But it seems to go beyond that. Apparently he's so clueless about encryption that he doesn't realize that it will help protect FBI agents. Lorenzo Franceschi-Bicchierai has a great story over at Vice Motherboard concerning key parts of our government that should understand the importance of keeping emails secret, that have failed to take the most basic steps in securing email communications. And the FBI is one of the agencies that has not done so. Ditto with the CIA. Or most branches of the military (the Air Force -- which used to run the US cybersecurity efforts -- is the one exception).

S’Sudan conditions worsen amid ceasefire violations



Conditions in war-torn South Sudan have worsened with thousands fleeing fighting since a ceasefire deal three weeks ago, the United Nations has warned.
In the northern battleground state of Unity, thousands of civilians are trekking through the vast Sudd swamplands to reach the village of Nyal, away from fighting.
“About 10 canoes, each carrying 60 to 70 people, have arrived in Nyal on a daily basis since mid-August,” the UN office for the Coordination of Humanitarian Affairs said in its latest report.
At least 18,000 people have arrived in Nyal in the past two weeks, taking the total there to more than 78,000 civilians, the report added.

Kenyans mark Westgate siege anniversary



Kenyans held prayers and lit candles in Nairobi on Monday to mark the second anniversary commemorations of the Westgate shopping mall attack by militants from Somalia’s Al-Qaeda-affiliated Shebab.
In the Nakumatt supermarket inside the mall, where many of those who died in the attack were killed, staff held prayers, as shoppers went about normal business in the redecorated building.
“We are commemorating a time where many of our friends were lost, many of our friends had their destinies shattered,” said preacher Dennis Pamba, as staff in the supermarket lit lines of white candles to remember those killed.
The attack began on September 21, 2013, when four gunmen entered the mall, spraying shoppers and staff with machine gun fire and tossing grenades into crowds of Saturday shoppers and diners. The attack left 67 dead.

There have been a number of stories on Techdirt recently about the increasing use of software in cars, and the issues that this raises. For example, back in April, Mike wrote about GM asserting that while you may own the car, the company still owns the software that runs it. You might expect GM to come out against allowing you to modify that software, but very recently we reported that it had received support from a surprising quarter: the Environmental Protection Agency (EPA). The EPA had a particular concern that engine control software might be tampered with, causing cars to breach emissions regulations. We've just found out that the EPA was right to worry about this, but not for the reason it mentioned, as the The New York Times explains:

According to them, the airport will help hasten economic development in the state.
In a communique in Ado-Ekiti, which was signed by the Council’s Chairman and the Ologotun of Ogotun-Ekiti, Oba Oladapo Oyebade, and made available on Sunday, the monarchs said the project, which was approved by The Presidency in 2010, must start without further delay.

In this interview with REGIS ANUKWUOJI, the Director-General of Enugu Chamber of Commerce, Industry, Mines and Agriculture, Emeka Okereke, spoke on the state of the nation’s economy in the last three months among other issues. Excerpts:

The administration of Muhammadu Buhari is over 100 days; how do you assess his economic policy?

Well, the economic policy of the government is yet to be declared as far as we in the business sector are concerned. Perhaps, there are lots of thinking on their own part on the way to go, that is why that three months after plus some days we are still talking about inaugurating the federal executive council and you know democracy is not about one man, it is about the people and they are structures in place for sustainable democratic practice and I am sure that those that talk about democracy know the very reason why all these processes and structures are in place so that it will be a collective bargaining. For now, the president with all due respect, has been running the country as a sole administrator I am sure that perhaps he is very apprehensive about getting people to work with him. Some of us in the private sector had thought that the present government should have had a clear-cut policy for the economy even as the time they were campaigning.

Nigerians have expressed surprise and utter disappointment that four months after the inauguration of the All Progressives Congress (APC)-led government, Boko Haram insurgency has remained a big issue in the country.
They also expressed dismay at the inability of the party and its government to rescue the abducted Chibok girls from the Boko Haram captivity despite the party’s posturing before the general election.
It would be recalled that the APC was virulent in its verbal attack on the immediate past government, accusing it of exhibiting a lackadaisical attitude toward the girls’ release.
Some analysts said they were surprise that for four months running, the broom party has yet to free the girls from the Islamist sect’s captivity, and that recent comments credited to President Muhammadu Buhari appeared to suggest that “we are going back to square one.”
Buhari, in his trip to France, said he would negotiate with Boko Haram members for the release of Chibok girls.

Nigeria signs financing deal for 36 oil wells



Workers drilling oil rig Nigeria’s oil firm NNPC said Sunday it had signed a deal with a consortium of local and foreign lenders to develop 36 oil wells that would also boost domestic power generation in Africa’s largest crude producer.
NNPC has secured “a $1.2 billion multi-year drilling and financing package for 36 offshore/onshore oil wells,” the firm said in a statement.

Hungarian authorities have seized a train bringing refugees into the country from Croatia, disarming 40 police onboard and detaining the driver after more than 4,000 refugees arrived across their border, the head of the Hungarian disaster unit has said.
Gyorgy Bakondi said on Friday that the Croatian train that brought the refugees to Magyarboly came without any prior notice, like the rest of the new arrivals coming on other trains and buses.
Hungary registered and disarmed the 40 police who escorted the train, he said, according to a video posted on M1 state television’s website.

“ They can come up so that we can bring this operation to an end, if not, the consequences will be terribly unbearable, “ Abubakar said.

The fossilised remains of a previously unknown species of human has been discovered inside a cave in South Africa.
Named Homo naledi, the species has been assigned to the genus Homo, to which modern humans also belong.
Scientists unearthed more than 1,500 bones belonging to at least 15 individuals which are yet to be dated.
They say they could be anything between 20,000 and two million years old.
The discovery came about thanks to a tip-off from cavers two years ago, who had glimpsed what looked like human remains through a crack in a limestone wall, MailOnline reported.
The bones were located in the Rising Star cave system in South Africa’s Gauteng province, part of the Cradle of Humankind World Heritage Site, in a remote chamber that can only be accessed via several steep climbs and fissures.

Once the capital’s lifeblood, London’s docks have long since faded to little more than a garnish of maritime nostalgia on riverside real estate. Where once burly dockers hauled crates of exotic cargo, now bankers engage in international trade of a less visible kind. The physical economy of heaving stuff to and fro has been replaced by the streamlined global flow of finance, conducted in anonymous glass towers.
Or so the story goes.
It might come as a surprise to learn, then, that London’s docks are back – on a bigger scale than ever before. Running almost 3km along the Thames estuary is a £1.5bn new megaport that has literally redrawn the coastline of Essex, and wants to make equally radical shifts to the UK’s consumer supply chain.

A court in the southern Spanish city of Seville has put a new spin on the classic classroom punishment of writing out lines by ordering a businessman found guilty of defamation to tweet his court sentence every day for the next 30 days.
The case, which came to light this week, dates back to 2013, when Rubén Sánchez, a spokesman for the Spanish consumer rights group Facua, launched a legal challenge against Luis Pineda, who runs a rival consumer rights organisation,over hundreds of defamatory tweets. Sánchez and his legal team argued that Pineda had spent the past two years using Twitter to launch baseless accusations of corruption, theft and fiscal fraud against Sánchez.

Presidency orders payment of FG workers’ salaries

The Presidency has ordered Ministries, Departments and Agencies under the jurisdiction of the Federal Government to compile the names of all public service employees who are being owed arrears (salaries and allowances) within seven days so that they can be paid without further delay.
The directive was contained in a Circular with reference number HCSF/428/S.1/128 dated September 14, 2015, from the Office of the Head of the Civil Service of the Federation, Mr. Danladi Kifasi, and made available to journalists on Tuesday in Abuja by the Association of Senior Civil Servants of Nigeria.

South Sudan’s Kiir says ‘fully committed’ to peace deal



South Sudan’s President Salva Kiir said Tuesday he was “fully committed” to ending his country’s civil war, as the UN Security Council was to consider a US request to impose sanctions.
Speaking to reporters in the capital Juba, Kiir insisted he had ordered his forces to respect a ceasefire with troops loyal to rebel leader and former vice president Riek Machar – unless they are attacked first.
“With that signature I have fully committed myself and the government to the faithful implementation of the agreement on the resolution of the conflict,” the president said, referring to a regionally-brokered deal signed in August and presented as a last chance for peace before sanctions are imposed.
“In my capacity as commander-in-chief, I have already issued a ceasefire order to stop any offensives in the conflict zone, unless in self defence if they are attacked,” he added.

The number of train journeys made each year has more than doubled since privatisation in the late 1990s, according to a new report.
About 1.65bn passenger rail journeys were taken in the past 12 months, compared to 801m in 1997.
The figures come from analysis by the Rail Delivery Group, which represents train operators and Network Rail, based on data from the auditors KPMG.

Getting up from siesta, I felt like I had been on my

Linda to spend the weekend with her, I hated going
back to that locality. It had none of the city's pulchritude
and western or modern frolicsomeness that I had been
used to while I was a secondary school student in
Lagos, and for all my close to seven years sojourn in
Britain.
Moreover, to leave Linda for five days in a week
was to me, like eternity. Rigabiu is the headquarters of
a local government. Our company was carrying on a
construction project in this area, – the construction of a
road that would link Hadejia to Kano, bypassing
Rigabiu. Consequently, after the day’s job, we always
pass the night at Rigabiu. We still had about three
more weeks before we moved to another location
where we could pass the nights if things went on as
planned.

There's been a bit of hysteria in the US lately about "the Chinese stealing our secrets." Now, there's plenty of evidence of corporate espionage going on from China, but the actual impact of it appears to be quite overblown. But as we're in a giant moral panic about everything China related, the White House launched a big "crackdown" on such things recently -- and so far it seems to have resulted in the DOJ destroying innocent people's lives, while getting a lot of egg on its face. The latest: late on Friday the DOJ announced that it was completely dropping all charges against Xi Xiaoxing, the head of Temple University's physics department, who had been arrested earlier this year for apparently sharing the schematics of a special device known as a pocket heater with Chinese scientists. The only problem? It turns out he didn't actually share the schematics of a pocket heater with the Chinese -- the FBI just assumed what he shared must be a pocket heater. But it wasn't.

Piracy: NCC arrests 35 suspects in Lagos


The Nigerian Copyright Commission (NCC) on Monday arrested 35 suspected pirates, who were parading the street of Lagos with illicit copies of home videos and audio CDs.
The Lagos Zonal Director, Mr Chris Nkwocha, told the News Agency of Nigeria (NAN) in Lagos that the suspects contravene the Copyright Law of Section (38), Sub-section 1.
Nkwocha said that the suspected pirates were arrested on the street of Iyana-Ipaja, Iyana-Oba, Ojo, Obalende and Oshodi respectively.

Lecturers  under the aegis of Council of Academic Staff Unions of Osun State Owned Tertiary Institutions stormed the Osun State House of Assembly to protest nonpayment of their salaries for the past eight months.
The lecturers, who had been on strike for the past three months were led by leaders of the body including Chairman, Lasisi Jimoh; Secretary Olusegun Lana and Public Relations Officer, Dotun Omisore.

Saudi king vows to find cause of pre-hajj crane tragedy


Saudi Arabia’s King Salman vowed on Saturday to find out what caused a crane collapse that killed 107 people at Mecca’s Grand Mosque ahead of the annual hajj pilgrimage.
The hajj, a pillar of the Muslim religion which last year drew about two million faithful, will take place despite Friday’s tragedy, Saudi authorities said as crowds returned to pray a day after the incident.
Hundreds of thousands of pilgrims had already arrived in Mecca when the massive red and white crane toppled over during a Friday thunderstorm.

4 Gombe pilgrims missing, 1 injured in Mecca crane crash


Mecca (Saudi Arabia) – Four female pilgrims from Gombe State have been declared missing following Friday’s Crane crash at the Holy Ka’aba Mosque in Mecca, Saudi Arabia.
One other female pilgrim got injured during the incident.
The State Amirul-Hajj, Alhaji Abdullahi Mai-Kano, disclosed this while sympathising with the state pilgrims in Mecca over the mishap, on Sunday.

Munich is at the limit of its capacity to welcome refugees arriving in Germany, police have warned, a day after 12,200 asylum-seekers reached the city.
“We had a total of 12,200 refugees on Saturday ... today we’re expecting several hundreds. Given the numbers from yesterday, it is very clear that we have reached the upper limit of our capacity,” said a police spokesman.
